Yes, but not always. Tests show that SMARTDRV ( and other cacheing programs )
can actually slow things down sometimes. VFW is a good example. It seems to run
much better with SMARTDRV disabled. THis comment only applies if you have a 
modern CDROM drive which has hardware cacheing.
